SB135, 2015 Lead Law Changes
The sub committee accepted our changes plus the negotiated language with NHLA and the lead advocates request to bring back part of the building permit point of information idea.
Note that the troublesome civil suits section has been completely eliminated and the large landlord for the study commission is now appointed by the Apartment Association of NH as we asked.
The full committee voted 19-2 Ought to Pass with Amendment #2015-1424h Consent Calendar. It will go to full house vote very shortly maybe this week.

The language of the new section on building permits is shown below this email. It is much tamer than the original version. Let us know your thoughts. If you object to it let us know and contact your Representative immediately.
HB315, 7 Days Eviction Notice In Certain Circumstances
We are in conversation with NHLA on some changes. Important action item below.

NHLA wants to remove 7 day eviction notice for unauthorized animals from the bill.
Review talking points for this bill much further below, (use control-F for find).
Contact the committee, and stress why having these new 7 day eviction notices are important especially stories about problems with unauthorized animals and why we need to get the animals out quicker.
Report back to me any stories you would want presented at the hearing to justify the shorter eviction notice for unauthorized animals.

SB135 New section regarding Building Permits
7 New Paragraph; Building Permits Restricted; Lead Paint. Amend RSA 676:13 by inserting after paragraph
IV the following new paragraph:
V. The building inspector shall not issue a building permit for a renovation or remodeling project without
first providing to the applicant a fact sheet prepared by the department of health and human services containing
information about lead-safe renovation and remodeling practices and the federal Renovation, Repair and Painting
program, and without obtaining the applicant’s written acknowledgement of having received such fact sheet,
unless the building inspector is satisfied that the renovation or remodeling will not disturb any surfaces
containing lead paint. Nothing in this paragraph shall be construed as limiting the discretion of municipalities to
require proof of a contractor’s certification under the federal Renovation, Repair and Painting program as part of
the building permit process. Neither the building inspector nor the municipality shall be liable for any injury or
damages resulting from failure to provide the information required by this paragraph, nor shall the issuance of a
building permit be subject to challenge because of failure to provide the information or to obtain the applicant’s
acknowledgment of having received the information.
